The Beta access is only available by invitation. Since there will be no open beta, if you are interested you should make sure that the beta preferences are set correctly in your account management.

When choosing, Blizzard distributes access to well-known streamers, but the majority will be recruited from "normal" players. It should also play a role how active the account is in Diablo 3.
