With Patch 7.10 for League of Legends, Riot corrects some of the changes to tanks and reworks Heimerdinger and Rammus. Also on the occasion of the new legendary Caitlyn Pulsfire Skin, the Pulsfire Ezreal Skin will be updated.
After the big midseason patch with extensive changes to Zac, Sejuani and Maokai, major changes for Heimerdinger and Rammus come with 7.10. The most important changes are as follows:
League of Legends - Heimerdinger towers, grenades and rockets in abundance
Heimerdinger had a somewhat passive style of play so far. Build towers and then run circles until the opponents have been killed by the towers. This should now change and Heimerdinger's role in fights will become much more active. For this purpose, the charging rate of the tower lasers is increased from 16 seconds to 90 seconds. At the same time, Champions generate hits with rockets (W) 20 % charges and grenades (E) hits 100%.
This makes it more important for Heimerdinger to actively intervene and hit with his skills. On the other hand, this also allows the opponents more active counterplay by evading. Heimerdinger was always a very frustrating opponent, especially for melee champions, and thanks to these changes, this will hopefully be a more skill-based fight.
Rammus - OK!
Rammus players also get more active decisions that influence the outcome of the fight. Seni Q: Roller of Thorns gets a shorter cooldown time and duration, the radius is also reduced to make it easier to navigate through groups of enemies.
The "Rolled Up Defensive Stance" (W) reduces Rammu's movement speed by 60% while it is active. The cooldown is reduced to 6 seconds and Rammus can deactivate it.
E: Provocation no longer reduces the target's armor, but instead grants Rammu's attack speed
The damage of his R ability "Quake" is reduced, but it does double damage to buildings. In addition, the slowing of affected enemies is increased, especially if they are hit by multiple waves.
Ivern Is considered too strong and gets slight nerfs: Movement speed reduced from 330 to 325. His passive friend of the forest is also reduced:

Maokais Overwork was too successful and the damage done by the offspring in the early game was too severe and is being rebalanced with lower base damage and increased mana costs.
The new champion Rakan gets a greater range of his Q ability from 800 to 900. His W and E will be slightly re-scaled and E's shield will be a little lower at 150 instead of 190 at the highest level.
Changes to items and skins
In addition to changes to supporter items such as ancient coin, relic shield, dagger of the magic thief, the fresh, revised mental face is changed again and gets 50 life points more. In return, 5 points of magic resistance are lost and the basic value for life regeneration is reduced from 200% to 100%.
One of the first "real" Legendary Skins Pulsfire Ezreal is being revised and gets updated speech output, attack animations, sound effects, texts for all 4 forms as well as new callback and home watch animations. This has long been requested by fans and is now being implemented in line with the release of the new Caitlyn Pulsfire Skin.
New UI elements / functions
There is now the "Unanimous surrender“+ R all SMR queues. If your team agrees between 15:00 and 15:59, you could give up before the 20 minute mark.
Mute signals
Who has never had a frustrated teammate who took out his bad mood by constantly pinging you? Despite being muted, the ping spam was still irritating. This has now come to an end thanks to a second button in the tab menu, you can now deactivate pings for individual players.
